Biography of the minister

 Sheikh Shir Ahmad Haqqani, the son of Abdul Qadeer, was born in 1347  AH (1968 CE) in Omr Khail village, located in the Nerkh District of Maidan Wardak Province. He began his early education at home before pursuing higher Islamic studies at Darul Uloom Haqqania in Akora Khattak, Peshawar.

From the very beginning of the Islamic Emirate, which was initially known as the Taliban movement, Sheikh Haqqani was a devoted member. During the Emirate's first rule, he served as the Head of the Office for the Promotion of Virtue and Prevention of Vice in Maidan Wardak Province.

Throughout the 20 years of jihad and resistance against the U.S. invasion, he held several key positions, including:
- Chairman of the Provincial Commission of Maidan Wardak
- Deputy Governor of Logar Province
- Member of the Central Military Commission
- Member of the Institutions Commission
- Head of Investigations at the High Judicial Authority

Following the victory of the Islamic Emirate, Sheikh Haqqani continued to serve in senior leadership roles, such as:
- Head of Inspections at the Supreme Court
- Deputy Governor of Maidan Wardak Province
- Governor of Nuristan Province
- Governor of Laghman Province

On 8 Rabi al-Awwal 1447 AH, by decree of the Esteemed Amir al-Mu’minin (may Allah protect him), Sheikh Shir Ahmad Haqqani was appointed as the Minister of Information and Culture of Afghanistan.
