A Major Meeting Held in Kandahar to Strengthen the Implementation of Decree No. 17

A meeting was held in Kandahar Province by the Deputy Ministry for Publications Affairs of the Ministry of Information and Culture to strengthen the implementation of Decree No. 17 issued by His Excellency the Amir al-Mu'minin (may Allah protect him). The meeting was attended by religious scholars, officials from various Emirate institutions, tribal elders, publishers, and media representatives.

In a sanded message to the meeting, His Excellency described such gatherings as a source of (goodness) and reform, adding that in times of fitna (trial), God has provided an opportunity for collective efforts. He emphasized the need for joint efforts to familiarize the public with Sharia.

The message further noted that this system is the outcome of Jihad and that priority should be given not to personal desires but to the elevation of the divine religion and adherence to the Sharia-based position of the Islamic Emirate.

He also identified public disobedience and internal disputes as key factors in the collapse of previous caliphates. He called for cooperation to reflect the system's positive achievements and to preserve Jihadi artifacts to inspire future generations.

Deputy Minister for Publications Affairs, Mr. Muhajir Farahi, stated that practical mechanisms should be developed to implement the Amir al-Mu'minin's decrees and emphasized that reform must begin at the individual level. He urged preachers, tribal elders, writers, publishers, and media representatives to play an active role in preventing harmful practices and in conveying and disseminating these directives.

The Governor of Kandahar, the Head of the Directorate for the Organization and Collection of Jihadi Artifacts, Qari Abdul Sattar Saeed, and other speakers described Afghans as a people of remarkable achievements. They stated that the defeat of two major empires over the past four decades is a significant part of history that must be accurately documented. They noted that the history of the Soviet invasion was not properly conveyed to the younger generation, leading some to mistakenly regard communists as heroes. Therefore, emphasis is being placed on archiving the memories and artifacts of the past 20 years of Jihad and earlier struggles.

Speakers further stated that the Islamic system is led by a single Amir to ensure that decisions across all sectors are made in accordance with Islamic Sharia. Regulations, decrees, and procedures are established for all ministries, institutions, and society, and their implementation is obligatory upon all.
